Besides an epic idea the project is also epic in scale combing the efforts of multiple companies, countries and individuals. The project is also supported by Culture 2000, a programme which contributes to the appraisal of a cultural common space for European people. The Tulse Luper project is a non-commercial artistic endeavor with elements made by companies and people in countries including, the Netherlands, Sweden, United Kingdom, France and Germany. The project, created by renowned director Peter Greenaway will consist of:
- Three motion picture productions
- A 16 part television series
- A website, consisting of multiple bigger projects
- The Tulse Luper Journey, an online game
- Several interactive DVD’s
- A traveling exhibition

The game the Tulse Luper Journey is produced by Submarine, a production company based in Amsterdam, the Netherlands. The script of the game will be written by a professional scriptwriter. But because of the epic scale, elements of the game will be made internationally by all sorts of people. The total game consists of 92 puzzles or mini-games and 92 film fragments. These 92 film fragments together form an online movie, reconstructing Tulse Luper’s life, which at some point could come out on dvd. Submarine will make the overall structure of the game, but most of the puzzles/games and film fragments will be made internationally by others. The assignments will be divided across Europe among artist, companies and schools that specialize in the Visual Arts and/or (game)design.
